Congress recognized the importance of moving away from an immigration system guided by discrimination on the basis of national origin when they created The Refugee Program. You cannot offer refuge to those fleeing persecution on the basis of nationality through a program that discriminates on the basis of nationality.
The Refugee Program is a bipartisan alternative to the Trump Administration’s discriminatory policies. However, without The GRACE Act, the Refugee Program’s offer of freedom from nationality-based persecution remains at risk.
